You can go to gameshop, and they can install for you the custom firmware required for that purpose.

I can recommend you to go 'Gamers Solution' game shop at City Bazar, infront of Pertama Kompleks, near to Sogo. The shop can do downgrading for your PSP and custom firmware installation.
